El Acuerdo de Cooperación Técnica entre COLCIENCIAS, República de Colombia y la UNIVERSIDAD JUSTUS LIEBIG de Giessen, República Federal de Alemania, entró en toda su vigencia a partir del I9 de enero de 1976 y el mismo se prolongará hasta el 3 1 de diciembre de 1978. Los objetivos propuestos en el Convenio, relacionados con la investigación básica, la investigación aplicada y la formación de personal científico colombiano, se cumplieron de acuerdo con lo esperado. Precisamente esta publicación refleja lo fructífera que ha sido la labor de INVEMAR en los últimos años. OceanExpert started as the Global Directory of Marine (and Freshwater) Professionals (GLODIR) in 1997 after the IODE Group of Experts on Marine Information Management (GE-MIM) had noted that the International Directory of Marine Scientists project, developed and maintained in the 1970s and 1980s by several UN agencies had been stopped despite its high appreciation by the ocean research community.
